Washington, DC - Patrick Yoes, National President of the Fraternal Order of Police (FOP), announced today that the organization has selected Chet Effler to serve as Director of the Education and Outreach Division.
Effler is a 28-year law enforcement veteran, nationally recognized leadership instructor, and current President of the North Carolina State Lodge Fraternal Order of Police. Throughout his career, he has demonstrated an unwavering commitment to officer development, organizational leadership, wellness, and advancing the profession of policing through education and collaboration.
As Director of Education and Outreach, Effler will lead the National FOP’s efforts to expand educational programming, leadership development opportunities, and strategic partnerships that benefit law enforcement officers and agencies across the United States. He will also continue the organization’s longstanding involvement with the Collaborative Reform Initiative Technical Assistance Center (CRI-TAC), helping connect agencies with cutting-edge training, technical assistance, and professional development resources.

Effler began his law enforcement career in North Carolina and has served in a variety of assignments, including patrol operations, criminal investigations, training, and executive leadership positions. He most recently served as Director of the North Carolina Department of Insurance Criminal Investigations Division and currently serves as President of the North Carolina State Lodge Fraternal Order of Police, representing more than 6,000 members across the state. Effler also serves as a Commissioner on the North Carolina Criminal Justice Training and Standards Commission. In addition to his law enforcement leadership experience, Effler has developed and delivered leadership programs across the country, including presentations on Transformational Leadership, Finding Your Why, Emotional Intelligence, and organizational effectiveness.
Since June 1, Effler has been working alongside retiring Director Keith Turney during a transition period that has included participation in CRI-TAC partner meetings and national training initiatives. President Yoes praised Turney’s leadership and legacy of service.

Effler will continue serving as President of the North Carolina State Lodge while assuming his new national responsibilities.
