I am writing on behalf of the members of the Fraternal Order of Police to advise you of our support for S. 3023, the “Safe Cloud Storage Act,” and to urge the Committee on the Judiciary to favorably report it.
Modern policing depends on secure, reliable technology. From digital evidence and body-worn camera footage to sensitive investigative records and personnel data, law enforcement agencies increasingly rely on cloud-based systems to do their jobs effectively. Breaches, data loss, or unauthorized access can compromise investigations, endanger officers and witnesses, and ultimately erode public trust. This bill is an important step toward ensuring that these systems meet clear standards for security, integrity, and accountability.
This legislation establishes baseline security and data protection standards for cloud service providers that store sensitive government and law enforcement information. The legislation requires stronger safeguards against unauthorized access, data breaches, and loss of critical digital evidence. It further clarifies accountability and compliance expectations to ensure data remains secure, reliable, and available for legitimate public safety and oversight purposes.
