Dear Mr. President,
I am writing on behalf of the members of the Fraternal Order of Police to recommend Ryan Y. Park for a position on the U.S. Court of Appeals for the Fourth Circuit.
Mr. Park currently serves as the Solicitor General for the State of North Carolina. During his tenure, he has earned the trust, admiration, and respect of the members of our North Carolina State Lodge through cases like State v. Oldroyd which involved the ambush murder of Patrol Sergeant Gregory K. Martin in 1996. The case went unsolved until the trio responsible for Sgt. Martin’s murder were identified, arrested, charged, and convicted in 2014. One of the accomplices to the murder successfully appealed his conviction and sentence alleging the indictment was fatal flawed. Mr. Park argued the case before the Supreme Court of North Carolina, which overturned the decision. The accomplice to Sgt. Martin’s murder will serve his full sentence thanks to his work.
From a law enforcement perspective, Mr. Park’s record as Deputy Solicitor General and Solicitor General is outstanding. Mr. Park has shown appropriate respect for legal principles that are vitally important for the law enforcement community, including qualified immunity. Mr. Park has earned a solid record demonstrating dedication to the rule of law and a commitment to traditional constitutional values. He will make an outstanding jurist.
