Dear Representatives Van Hollen and Platts,
I am writing on behalf of the membership of the Fraternal Order of Police to advise you of our strong support for the bill you have introduced, H.R. 1661, the "Federal Law Enforcement Pension Adjustment Equity Act of 2007."
In 2000, Congress enacted much needed changes to the pay systems of active officers of the United States Park Police and the Uniformed Division of the Secret Service through the Law Enforcement Pay Equity Act (P.L. 106-554). Under subsection (f), however, the retired officers from these two agencies were specifically excluded from receiving an adjustment in their annuities based on the pay raises which were received by active officers, overturning a long-standing procedure under the D.C. Code. For nearly eighty years, this "equalization clause" of the D.C. Retirement Act provided a congressionally approved mechanism for linking pay increases for active officers to annuity adjustments for retirees.
The legislation which you have introduced correctly addresses this problem by amending Section 905(f) of the Act to restore the annuity adjustments to which these brave men and women are entitledthus restoring parity and helping them avoid facing a financial hardship.
